The Benefits of Summer Learning

Before analyzing the specifics programs available in Las Vegas, it’s important to understand why summer learning matters in the first place. Decades of research on the “summer slide” shows that students lose significant academic learning during the summer months when school is not in session. One study by Rand Corporation found that students lose over 25% of school-year learning in mathematics over the summer. Reading skills slip even more. This learning loss disproportionately impacts lower-income students and compounds from year to year, contributing significantly to achievement gaps.

However, research has shown that high-quality summer programs focused on academics or other enriching activities can eliminate summer learning loss and even provide accelerated learning. A meta-analysis published in Review of Educational Research examining the impact of summer programs found participants gained over a month’s worth of additional learning compared to peers. These learning gains positively impacted student achievement once school resumed. Other benefits of productive summer experiences include:

Analysis of Las Vegas Summer Opportunities

Las Vegas is a major metropolitan area that should have ample summer learning opportunities for its over 300,000 youth. However, analysis shows the landscape of programs has several gaps:

Lack of Access: The summer programs profiled earlier are predominantly operated by private organizations or nonprofits, requiring fees for participation that range from $100 to over $1000 per week. Although some offer financial assistance, cost is likely prohibitive to many lower-income families who could benefit most. Some city or county government centers offer free or reduced cost programs, but availability is inconsistent year-to-year due to budget changes.

Variable Program Quality: Program quality amongst Las Vegas summer opportunities, even those with high ratings and reviews, can vary greatly depending on the individual instructors facilitating sessions. With no universal standards or oversight governing summer program curriculum, activities or instructor requirements in Nevada, program effectiveness comes down to the specific organization’s internal training and quality control mechanisms.

Minimal Academic Options: Surprisingly few summer programs in Las Vegas focus directly on academic learning. Those marketed as “academic” concentrate almost exclusively on STEM topics, though studies show students face learning losses in all subjects. Enriching STEM exploration has merits for keeping youth mentally active, however more balance is needed.

Recommendations for Improvement

  • Las Vegas should form a task force between the school district, government, community organizations and philanthropy to develop a 10-year master plan for summer learning access. Goals must address consistency, cost barriers and program quality.

  • The plan can guide coordination, resource allocation, data collection processes, partnership opportunities and more. Tracking progress against goals will enable refinements over time.

Fund More Free and Subsidized Program Slots

  • Government and philanthropies should expand grant funding to enable existing nonprofits and youth program providers to offer more free and reduced-cost program slots to low-income families. This will increase access to vital summer learning for more students.

Create & Manage Quality Standards

  • A set of summer program quality standards should be established around curriculum, activities, staffing, operations and more. The district or a nonprofit can assess programs against these standards through interviews, site visits, parent surveys etc., designating those meeting requirements as “Certified Quality” programs. This designation allows parents to quickly identify reputable options.

Develop & Track Common Metrics

  • Working with summer program providers, the city should introduce common metrics for assessing program participation, effectiveness and outcomes. Demographics on student participants, pre- and post-participation surveys, staff reporting and more can provide data to refine community offerings over time.

Expand Academic Focus

  • More summer programs focused on core academic skills, especially those supporting students below grade level, are needed. Districts and community organizations should create targeted reading, writing and mathematics acceleration programs as part of summer catalogues.

Las Vegas has strong foundations in place for youth summer programming, with one-of-a-kind institutions like the Discovery Children’s Museum, Springs Preserve and numerous STEM-focused camps invigorating young minds.
